   i had the same problem with my pond and what i did was i kept it the same but i filled the pond and fountain with rocks and pebbles with some glass stones… i also added some water plants… i had my kids help me with the project so they would take care of it instead of trampling it… now they have pride to say that they made it and are looking forward to garden this srping…. this way i still have the soothing sound of water with no worries ….

   Why not fill it in with potting soil and plant flowing flowers in it – something that climbs over the edge and "falls" like water??

   Follow DCDJ s advice, there are many ways to keep waterfall and eliminate the danger.
   Even have a metal frame built to fit in pond, just under water level and cover with peebles stones etc and you still have the sound of running water and no problems with saftey

   continue to use the fountain -it’s good feng shui. this is a great tool for teaching your daughter water safety.

   I had a small fifty gallon pond that had a waterfall and I, too, had a wee one around it…. to protect her and keep my waterfall, too, I got ‘tater rocks’ rounded stones about the size of a melon and filled the pond with them…. they had no edges to hurt the pond liner and still left spaces for a little water to flow… and I could still fill the pond with enuff to keep the waterfall pump happy and running… and the little one could’t fall in…. the very worst she could do would have been to bang a head on the rocks… and that could happen in the living room, ya know?… it worked out very well for us….

   The only way to fill it with plants is if you have drainage holes, otherwise the rain will drown the plants. You could always put potted plants in it, but they would need to be removed when it filled with rainwater. How about some clay pots with red geraniums all the way around. I love the rock & water idea above too.
